Duties
Provides complex comprehensive research to audit teams, appeals officers, collectors and client service officers in the areas of complex income tax, industry and commercial issues. The complexity of the issues researched is relative to the workload of the enforcement teams.Researches tax and excise law, other federal, provincial and foreign legislation, jurisprudence, accounting methods and principles, financial statements and reports; capital stock and company filings; industry ratios; and statistical data; asset valuations to verify and/or support audit findings and other enforcement activities.
Performs in-depth information searches by identifying, reviewing, analysing and verifying information in internal and commercial sources utilizing various electronic and digital information retrieval services and manual sources.
Interprets and analyses client research requests, and provides technical advise and guidance on appropriate research methodologies and relevant information sources to team members, librarians and technicians.
Investigates, evaluates, compares and analyses a wide variety of information sources related to the research interest, subject specialties and the mandate of the Agency and develops knowledge dissemination and marketing tools (e.g. web pages, electronic bulletins) for clients. Actively markets and promotes various knowledge and research program specialized services locally and nationally.
Develops library collections by analysing, evaluating and coordinating the selection and acquisition of new materials, disposal of obsolete material, and control and maintenance of print and electronic resources.
Trains clients and library staff on information retrieval techniques using new and emerging technologies and electronic tools.
Represents the Library as a tax research authority at internal and external professional meetings and seminars.
Makes recommendations in the areas of library policies and programs, collection
development, resource allocations

A master's degree from a recognized postsecondary institution in library science or in library and information science; or
A bachelor's degree from a recognized postsecondary institution in library science or in library and information science, where another bachelor's degree was a prerequisite
A *recognized postsecondary institution is defined as a Canadian public or private institution that is recognized or authorized to grant degrees, diplomas, and other credentials by a public or private act of the provincial/territorial legislature or through a government-mandated quality assurance mechanism.
The institution must be listed in the Canadian Information Centre for International Credentials.

Language requirements
Positions to be staffed from this staffing process will be bilingual. Candidates must be able to work in both official languages, English and French. Second Language Evaluation (SLE) testing will be administered, as required, using the Public Service Commission's SLE tests.

Preferred Status
Before appointments are made from this staffing process, priority for appointment will be given to individuals with CRA preferred status. Members of the Canadian Forces released for medical reasons attributable to service will be given priority for appointment before all other individuals with CRA preferred status. Priority for appointment will be in the following order:
1. Members of the Canadian Forces released for medical reasons attributable to service with preferred status.
2. Individuals with either CRA surplus preferred status or CRA lay-off preferred status who live and/or work within the general rule of minimum distance of the position.
3. All other individuals with CRA preferred status who live and/or work within the general rule of minimum distance of the position.

Security Status/Clearance
An integral part of the Personnel Screening Program requires that all candidates being appointed into the CRA be subject to a reliability check. The Personnel Screening Program was implemented to protect information that is departmentally sensitive or sensitive to the national interest by ensuring that all persons engaged by CRA meet standards of reliability, trustworthiness and loyalty required by the nature of their duties or tasks.
