As a result, we will expect candidates appointed from this process to relocate to these locations. Key Activities

- Provide GST/HST rulings and interpretations, both in writing and orally, directly to private and public sector clients in respect of complex business transactions and provide technical advice directly to national organizations;

- Provide complex GST/HST technical advice and support to CRA Headquarters areas and other government departments and governments and all CRA tax services offices;

- Review CRA publications, including guides, forms, and training materials, which impact GST/HST legislation, for technical accuracy and consistency with CRA policies.

ESSENTIAL STAFFING REQUIREMENTS

To be eligible, you'll need to:

Education

Eligibility for a recognized professional accounting designation; or

Degree from a recognized postsecondary institution with acceptable specialization in accounting*, business administration, commerce, economics or law.

Mandatory study areas:

1. CPA* Introductory Financial Accounting or FA1 or Introductory Accounting or Introductory Financial Accounting
2. CPA* Intermediate Financial Accounting 1 and 2 or FA2 and FA3 or Intermediate Financial Accounting 1 and 2 or Intermediate Accounting 1 and 2
3. CPA* Advanced Financial Accounting or FA4 or Advanced Financial Accounting or Advanced Accounting

Two of four optional study areas:

1. CPA* Audit and Assurance or AU1 or Auditing or Internal Auditing or Internal Control
2. CPA* Introductory Management Accounting or MA1 or Cost Accounting or Management Accounting 1 and 2
3. CPA* Intermediate and Advanced Management Accounting or MA2 or Management Accounting or Management Accounting 4 or Advanced Management Accounting
4. CPA* Information Technology or MS1 or Accounting Information Systems or Information and Computer Systems or Management Information Systems

* CPA: Chartered Professional Accountants

The courses required for the acceptable specialization in accounting may or may not be part of a degree program, but must be accredited by a recognized postsecondary institution or a recognized professional accounting association.

The acceptability of courses is determined by comparing the courses from the postsecondary institution taken by a candidate to the courses on the transfer credits or prerequisite studies lists issued by one of the recognized professional accounting associations.

You must upload in your candidate profile your course transcript showing that you have obtained the minimum pass mark of the above noted courses or study areas.

You must also add the following education factor to your candidate profile:

Acquired rights

Previous acquired rights will continue to be recognized for former and current incumbents who had previously been exempted from meeting the education standard of the AU group.

Auditors who joined CRA as part of the Corporate Tax Administration for Ontario (CTAO) initiative on April 3, 2008, who did not meet the standard, are still subject to the acquired rights as described in the CTAO/CTAR Human Resources Agreement.

Experience of no less than six (6) cumulative months within the last three (3) years analyzing, interpreting and applying GST/HST legislation or related regulations or policies as part of their major job duties to any of the following:

- Administration and enforcement;
- Agriculture and fishing sector;
- Business reorganization and partnerships;
- Charitable and non-profit sector;
- Cross-border sector;
- Education sector;
- Electronic commerce;
- Financial services sector;
- Food sector;
- Indigenous peoples and governments;
- Government sector;
- Health care sector;
- Input tax credit allocation methods;
- Insurance sector;
- Municipal sector;
- Pension plans;
- Real estate sector;
- Recaptured input tax credits;
- Selected listed financial institutions;
- Telecommunication sector; or
- Transportation and tourism sector.

Results from locally developed assessment tools are not portable to other staffing processes.

CRA standardized tools

The following competency may be assessed using CRA standardized assessment tools. The minimum level must be attained as indicated below:

- Writing Skills (WR): Level 3

To be considered for a bilingual position, you must achieve a Level 3 on either the Writing Skills Test (WST) (B305) (previous version B300) OR the Test d'Aptitudes à écrire (TAE) (B306) (previous version B303). You may choose to write both the WST (B305) and the TAE (B306) and avail yourself of the best result. You must confirm, prior to taking this test, if it is your intent to write both tests, B305 and B306.

Retest period: 180 days

Information about the WST or TAE can be obtained from the following web site: Writing Skills Test (B305) and Test d'Aptitudes à écrire (B306).

Candidates who have valid test results from assessments using the CRA standardized tools are not required to be reassessed, but may request to be reassessed to improve their level(s) provided the time period restrictions for retesting are met.

Note: For some standardized assessment tools, only the most recent result is valid, regardless if it is higher or lower than your previous result. As a result, this could impact your eligibility for an appointment in this and any other staffing processes, where applicable.
