The area of selection includes individuals with preferred status who live or work within the general rule of minimum distance of the position(s) being staffed.

Please note that this process will be used to staff positions in Surrey, British Columbia. As a result, we will expect candidates appointed from this process to relocate to this location. You will have to pay any expenses related to relocation.

Qualified veterans, members and honourably released members of the Canadian Forces who are appointed are not entitled to relocation costs from the CRA. They may, however, be entitled to a final relocation from the Department of National Defence.

Duties

This staffing process will be used to staff various entry level clerical and officer positions. The job duties will vary depending on the position. Duties may include but are not limited to:

• Communicating with taxpayers and representatives both verbally (on the phone) and writing
• Answering inbound/outbound telephone enquiries
• Processing correspondence
• Analyzing, processing, and resolving files or requests from taxpayers and their representatives
• Reviewing and directing enquiries or issues to the appropriate area for resolution
• Researching, analyzing, interpreting, and applying legislative and regulatory provisions, policies and guidelines
• Preparing reports, letters, and other documents
• Reviewing, planning, organizing, prioritizing, and working on an assigned workload

Essential Education

A Secondary school diploma OR CRA approved alternative.

Essential Assessment

1) The following qualification WILL be assessed using a Public Service Commission (PSC) standardized assessment tool. Candidates must achieve the pass mark indicated below:

For SP-04 positions:
• General Competency Test: Level 2 (GCT2) - Pass mark 51/90 or higher

For SP-03 positions:
• General Competency Test: Level 1 (GCT1) - Pass mark 18/50 or higher

If you have previously written the GCT1 and/or GCT2, obtained a valid pass mark on the test, and do not wish to be reassessed, please e-mail a scanned electronic copy of your test results to PAC-StaffingProcesses#5382@cra-arc.gc.ca by the close of this notice. However, you can ask to be reassessed to try and improve your level(s) as long as you meet the re-test period restrictions.

If you choose to rewrite the test, the mark you obtain will then become your most recent and valid mark. Should you rewrite the test before the retest period has elapsed, your result will not be valid and a new retest period will be imposed from the new test date.

2) The following essential qualifications WILL be assessed. In order to be in the qualified pool, candidates must achieve the pass marks indicated below:

Second Language Evaluation
Candidates must be bilingual and be able to demonstrate their capabilities to work in English and French by achieving at least a BBB rating on the Public Service Commission's Second Language Evaluation (SLE) test. The SLE is designed to evaluate second language proficiency to the required linguistic profile of BBB: B level for Reading Proficiency, B level for Written Expression, and B level for Oral Proficiency.

The Public Service Commission of Canada (PSC) has launched new self-assessment tests of written expression and reading comprehension.

These self-assessment tests offer candidates an indication of the proficiency level they may achieve on the official Second Language Evaluation (SLE) tests of written expression and reading comprehension. It is important to note that the results are not official and cannot be used in lieu of the PSC's official SLE test results.

These self-assessment tests are currently available on the PSC Web site.

• For temporary or permanent lateral moves:
Candidates must have achieved a performance level of 'Results mostly meet expectations' or level 2 or higher on the most recent finalized performance report.

• For actings or permanent promotions:
Candidates must have achieved a performance level of "Results meet expectations" or level 3 or higher on the most recent finalized performance report.

Candidates who are not CRA employees must meet their current work expectations.

If a candidate is a member or a honourably released member of the Canadian Forces or a member of the Canadian Forces released for medical reasons attributable to service, he must meet the expectations of his current employment.

If a candidate does not have the required performance level, the candidate will not proceed further in the staffing process.

We are currently recruiting bilingual (English and French languages) candidates for future vacancies in the National Verification and Collections Centre, located in Surrey, B.C. Bilingual is defined as the two official languages of Canada, English and French. Candidates must be able to demonstrate their capabilities to work in English and French by achieving at least a BBB rating on the Public Service Commission's Second Language Evaluation (SLE) test.

Pool

Two pools of eligible candidates will be established for this staffing process. One pool for SP-03 positions and another for SP-04 positions.

This staffing process may be used to staff similar positions in the Lower Mainland, B.C.

Testing / interview sessions

Candidates are expected to make themselves available for assessment when scheduled. Please note that there will be no rescheduling without extenuating circumstances. If you fail to present yourself at your scheduled testing or interview session, you will be deemed to have withdrawn from this process and will not be considered further.

Travel

Any expenses incurred by candidates from the general public in connection with this staffing process (travel for testing, relocation, etc.) will be borne by the candidates themselves.
