Duties

Conducts investigations into financial schemes of taxpayers suspected of tax evasion in very complex cases of domestic and international tax fraud schemes, with a forensic approach, employing current and/or innovative investigative techniques and tools.

Establishes the theory of proof, conducts interviews, evaluates witnesses, procures, preserves and weighs all evidence and defences to determine whether a criminal prosecution recommendation is warranted and prepares a prosecution report including recommendations to the Public Prosecution Service of Canada (PPSC).

Directs and/or leads, when required, investigators in very complex investigations, when the scope of the investigation requires the involvement of additional resources. Advises and assists team members when resolving contentious issues related to the investigation.

Assists the PPSC lawyers in fulfilling the legal requirement to disclose all relevant information, documents and materials to the taxpayer and their counsel, in the preparation of evidence and witnesses for trial where fraudulent actions or financial benefits associated with tax evasion has been discovered and documented, acts as the primary witness in court regarding the conduct of the investigation and with the enforcement of court ordered sentences including fines.

The acceptability of courses is determined by comparing the courses from the postsecondary institution taken by a candidate to the courses on the transfer credits or prerequisite studies lists issued by one of the recognized professional accounting associations.

Experience – Essential

A resume (maximum two pages) must be submitted during Step 3 of your application describing your work experience within the past five years and how it relates to the experience prerequisite outlined below. Failure to demonstrate how your experience meets the staffing requirement will result in disqualification from further consideration.

*Recent experience is defined as being within the past five (5) years.

For external candidates, experience in one or a combination of the following:

Conducting financial investigations including preparing legal documents such as information to support search warrants, affidavits, court orders for the detention of seized records and recommendations for the laying of criminal charges under various statutes and/or

Experience performing forensic research to trace funds and identify assets for recovery, conducting forensic analysis of financial data, preparing forensic accounting reports from financial findings, and preparing analytical data for litigation and testifying as needed.

Employment Equity

Security Status/Clearance

An integral part of the Personnel Screening Program requires that all candidates being appointed into the CRA be subject to a reliability check. McNeil Policy
Applicants should be aware of the following court decision . The Supreme Court of Canada decision in R. v. McNeil imposed a legal duty on the Crown to disclose to the accused, acts of serious misconduct or criminal records of potential crown witnesses that either (1) are relevant to the investigation or (2) could reasonably impact on the case against the accused. The CRA recognizes this obligation to provide the Crown with records relating to such findings that could affect the credibility of the employee as a witness in the case against the accused.
