Location: The majority of positions to be staffed are located in Ottawa in the National Capital Region (NCR) and a limited number may be located in Summerside, PEI.. Applicants will be expected to re-locate to the geographical area where the job is physically located. Candidates from the general public will have to pay any expenses (i.e. travel, relocation, etc.) related to relocation.

Qualified veterans, members and former members of the Canadian Forces who are appointed are not entitled to relocation costs from the CRA. They may, however, be entitled to a final relocation from the Department of National Defence.

Duties

Developing, delivering, integrating, enhances, maintains, and supports the operation of IT infrastructure, products, solutions and services. This includes activities such as:

  • Programming IT solutions
  • Writing technical specifications and documentation
  • Identifying and resolving problems
  • Testing IT solutions and products
  • Conducting technical research and providing input into business cases, cost/benefit analyses, and feasibility studies
  • Providing technical advice, demonstrations, and presentations to colleagues, clients, and management
  • Contributing to the enhancement and development of procedures and standards
  • Providing mentoring/training
  • Configuring software
  • Executing backup/recovery procedures
  • Identifying, developing, reviewing, and evolving best practices, standards, operating procedures and processes
  • Participating in the review of team member deliverables
  • Leads a technical team on a short-term basis
  • Coaches colleagues
  • Follows ITB policies, standards, and guidelines
  • Maintains personal technical currency

Staffing Requirements to apply

You must clearly demonstrate on your online application how you meet the essential staffing requirements to apply.
Education:

A degree or a diploma from a recognized postsecondary institution, in computer science, information technology (IT), information management, or other specializations relevant to the position.

OR

Any degree from a recognized postsecondary institution; and three years of IT experience.*

*IT experience must be validated by ITB's CS Education Committee.

Whenever the minimum education standard is met, including the approved alternatives, or was met prior to June 16, 2014, it is met for all CS positions within the CRA.

Acquired rights

Permanent incumbents of CS positions in the CRA who, on February 6, 2002, did not meet the minimum standard are deemed to have met the minimum education standard based on their education, training, and/or experience.

Permanent incumbents in the CS occupational group, as of February 6, 2002, who are appointed to another occupational group, leave the CRA or the public service will retain their acquired rights

A recognized postsecondary institution is defined as a Canadian public or private institution that is recognized or authorized to grant degrees, diplomas, and other credentials by a public or private act of the provincial/territorial legislature or through a government-mandated quality assurance mechanism. The institution must be listed in the Canadian Information Centre for International Credentials directory.

Experience

Staffing Requirements - Essential

Your application must clearly detail how you meet the following experience factors:

A. *Experience working as a member of a project team in an IT environment as an analyst and/or programmer.

And one of the following

B1 *Experience in performing application development and/or maintenance, in a mainframe and/or distributed environment; or
B2 *Experience in the development and support of mobile applications; or
B3 *Experience in performing application development and/or maintenance in a Web environment; or
B4 *Experience in development and support of Business Intelligence solutions; or
B5 *Experience in database management systems (e.g. DB2); or
B6 *Experience in performing infrastructure support; or
B7 *Experience in performing application and/or infrastructure testing; or
B8 *Experience* as an IT security analyst.

*Experience is defined as having been performed as part of the major job duties for a period of no less than 3 (three) years within the last 7 (seven) years.

The required performance levels for appointments from this staffing process are:

Candidates* must have achieved a performance level of 'Results mostly meet expectations' or level 2 or higher on the most recent finalized performance report.

• For actings or permanent promotions:
Candidates* must have achieved a performance level of "Results meet expectations" or level 3 or higher on the most recent finalized performance report.

If a candidate doesn't have the required performance level, the candidate will not proceed further in the staffing process.

*If a candidate is not a Canada Revenue Agency employee, reasonable efforts will be made to confirm whether or not the candidate's performance is currently meeting expectations. The following qualification WILL be assessed by the Situational Judgement Test – Recruitment Version C301 (SJT-R) and a pass mark of 55/102 must be attained:

The re-test period for the above-mentioned exam is 180 days from the last test date.

If you have valid test results using the CRA standardized assessment tools, you do not need to be reassessed; however, you can ask to be reassessed to try and improve your level(s) as long as you meet the re-test period restrictions.

Note: For some standardized assessment tools only the most recent result is valid, regardless if it is higher or lower than your previous result. As a result, this could impact your eligibility for an appointment in this and any other staffing processes, where applicable.

We may use test results from a particular assessment for the purposes of appointment.

Asset Experience

In order to ensure appropriate appointment, candidates may be asked to identify any software, operating system, programming language, Information Technology skills and experience they have by filling out a questionnaire. This questionnaire will not be scored and will be used in order to ensure appropriate appointment including specific experience in COBOL, JAVA, Business Intelligence, Database, supporting IT security solution, testing application & infrastructure, supporting distributed hardware and software

Employment Equity

An integral part of the Personnel Screening Program requires that all candidates being appointed into the CRA be subject to a reliability check.
