Key Activities:

 

Initiate contact with taxpayers, their representatives, and third parties to gather information and documents in order to collect outstanding amounts and resolve/refer compliance issues for an assigned workload.

Review and analyze account and taxpayer information to establish filing¸ reporting and payment deficiencies, hardship, ability to pay, and identify sources of recovery.

Receive and respond to mail, telephone and in-office enquiries and complaints from taxpayers and representatives.

Verify or research taxpayer information and leads from inside the office by using internal and external sources and by making requests for fieldwork such as out of office interviews with taxpayer, attending insolvency proceedings, and other events.

Initiate and follow through with all legal actions until completion in accordance with Agency policies and procedures to collect or encumber assets to safeguard the Agency's interests.

Make recommendations for relief considering fairness provisions, remission guidelines, or write-offs.

Make recommendations for relief considering hardship criteria in relation to accounts managed by other government departments.

Make referrals and transfer accounts to other areas within the Agency or externally.

 

This process may be used to staff similar positions at the SP04 level in the Nova Scotia offices.

 

Language – English Essential (English positions) and/or Bilingual Imperative (CBC/CBC) – (Bilingual positions):

• For the Bilingual positions that may be staffed from this process, candidates must be bilingual, and be able to demonstrate their capabilities to work in English and French by achieving at least a (CBC/CBC) rating on the Public Service Commission's Second Language Evaluation (SLE) test. If you have previously written the SLE and require a copy of your results, you may request a copy from the Public Service Commission (PSC) at: SLE Results

 

Candidates must be able to physically work from either the Halifax or Sydney Site of the Nova Scotia Tax Services Office. Due to the current state of the work environment surrounding COVID-19, remote work and/or training may be available however candidates must reside within a reasonable commuting distance of the Office for which an Offer of Employment is accepted.

 

Job offers to those who qualify may be made at any time during the validity period of the pool.

Please note that this process will be used to staff positions in Halifax and Sydney, Nova Scotia only. Candidates must specify their preferred location of employment. As a result, if you are appointed from this process you will be expected to relocate to the specific location.

 

If you are a candidate from the general public, you will have to pay for any expenses related to your participation in this staffing process, as well as any relocation costs if you receive an offer of employment from this process.

 

Qualified members and former members of the Canadian Forces who receive an offer of employment are not entitled to relocation costs from the CRA. They may, however, be entitled to a final relocation from the Department of National Defence.

Essential staffing requirements

To be eligible, you must meet the following requirements.

 

Education

 

  • Successful completion of a secondary school diploma

  OR

  • University degree in Business Administration or Commerce*

 

*Preference may be given to candidates who possess a University degree or those who will graduate within one year of the date of this poster.

 

Note: You must upload your education credentials in the Education section of your Candidate Profile to demonstrate that you meet the essential education requirements at the time of application. This proof may include a copy of your secondary school diploma; secondary school equivalence test; or degree, applied degree or diploma from a recognized post-secondary institution. CRA will accept foreign credentials as long as they are considered acceptable by a recognized Canadian educational institution. Experience

 

You must clearly indicate how you meet one of the following four experience requirements:

 

Option 1:

*Recent and significant experience in collecting outstanding debt: Persons who have worked in an environment collecting unpaid balances owing from individuals or businesses such as loans, credit card debts, mortgages, accounts receivable. Candidates must also possess the computer and typing skills that would be acquired working in a Microsoft environment completing the duties above.

 

OR
 

Option 2:

* Recent and significant experience in the Credit industry: Persons who have experience in granting credit to individuals or businesses by way of loans, mortgages, credit cards, trade credit, etc. including investigation to determine credit worthiness of the applicant as well as assess their financial situation and risk to the creditor. Candidates must also possess the computer and typing skills that would be acquired working in a Microsoft environment completing the duties above.

 

OR

 

Option 3:

*Recent and significant experience in working with clients in either a  Call Centre or Office environment. This would include: explaining and providing information about programs, service and accounts, resolving complaints or problems, responding to enquiries by phone, negotiating with clients, setting of priorities, monitoring of results, adjusting activities/program objectives for their clients and resolving differences of opinions. Candidates must also possess the computer and typing skills that would be acquired working in a Microsoft environment completing the duties above.

 

OR

 

Option 4:

*Recent and significant experience with enforcement of Federal Acts, Provincial and/or Municipal legislation in a compliance setting/context or environment. This would include some of the following but not limited to: enforcement of By-laws, enforcement of court and seizure orders, inspection and auditing of internal and external clients for compliance with legislation and policy and reviewing personal financial statements for the purpose of approving/granting subsidy or bursaries. Candidates must also possess the computer and typing skills that would be acquired working in a Microsoft environment completing the duties above.

 

*Experience is normally associated with the performance of these functions as part of the major job duties accomplished for a period of 12 consecutive months within the last three years.

Virtual assessments may be conducted by telephone, video conference or other alternate formats where possible. During virtual assessments the candidate must have access to a telephone, stable internet connection and privacy for the duration of the assessment. Certain software/Apps may be required to complete the assessment. It is recommended to have access to a desktop or laptop computer during the assessments to allow you to fully participate at the assessment stage. Candidates may not be accompanied by other individuals during their assessment.

 

 

 

You are expected to make yourself available for assessment when scheduled. Assessments will only be rescheduled for exceptional circumstances and supporting documentation may be requested by the Staffing Board. The staffing board will make these decisions on a case by case basis.

 

 

Candidates from the general public are responsible for travel expenses (if any) incurred to attend assessments.

Conditions of employment

 

  • Reliability/Security
  • Successful applicants interested in positions must be available to attend full-time training each day (37.5 hours/week) Monday to Friday for a period of up to 6 weeks. This training may be onsite or via virtual technology. If virtual training is required, candidates will require a private space in their home for this purpose.
  • Candidates eligible to telework during the current COVID 19 situation who are offered positions via this process will be required to attend the office in Halifax or Sydney, Nova Scotia, periodically for training, meetings, or in the event of equipment issues, including but not limited to the completion of orientation prior to the start of virtual training and/or complete on-the-job training after virtual training. Candidates eligible for telework will require a private space in their home for this purpose.
  • Willingness to work overtime
  • Willingness to travel
  • Valid Driver's license or personal mobility to a degree normally associated with the possession of a driver's license
  • Willingness to work on evenings and/or on weekends
  • Willingness to take and successfully complete training
  • Willingness to work shifts or a flexible schedule (including weekends and statutory holidays)
