You must meet the following essential requirements (see "Questions and answers" Q1. and A1.):

Essential screening requirements (assessed through your application):

  • Have a degree or diploma from a recognized post-secondary institution OR an acceptable combination of education, training and/or experience
  • Have experience in a management role in the following three areas:
  1. leading the development or delivery of programs, services, or significant transformation initiatives
  2. collaborating and maintaining various partnerships with stakeholders such as other government partners, private organizations/associations, and union representatives
  3. managing human resources (see note 1) and financial resources (see note 2) for a period of at least 12 consecutive months

Notes

  1. Managing human resources: supervising staff which may include establishing priorities, work plans and objectives, doing performance assessments, and approving training
  2. Managing financial resources: may include being responsible for budget oversight, financial planning, forecasting, and reporting

We offer EX-01 positions with different language profiles (for example, English only, French only, bilingual). For bilingual positions (CBC/CBC), preference may be given to a qualified candidate who already meets the required linguistic proficiency and/or to a candidate who requires less language training than another. Whatever your first official language or bilingualism level in both official languages, we want you to apply.



The following are considered asset requirements, and you may have to meet one or more of them (see "Questions and answers" Q2. and A2.)

Asset screening requirements (assessed through your application):

  • Have experience in a management role:
    • leading the development or delivery of corporate services (for example, finance, human resources, public affairs, real property, contracting, legal services, information technology)
    • leading projects or initiatives related to data analytics or business intelligence
    • leading the development or delivery of programs in a headquarters environment
    • delivering services in an operational context
    • working in an environment requiring challenging negotiations or facilitation
    • working in a regulatory, legislative, or enforcement environment
  • Have a recognized professional designation or certification (such as chartered accountant or certified management accountant) or a degree related to the position being staffed

Ready to join the CRA Executive Team?

To apply, you have to send your resume and complete questionnaires using the CRA's career portal. Pay careful attention to information and instructions.

  1. Your resume. In three pages or less (letter format, using Arial 11), which includes:
    • your education
    • position titles, with the GROUP and LEVEL of each position (if applicable)
    • name of organizations for each position occupied, including areas of work
    • duration for each position held (in years and months)
    • number of people you have managed, and the dollar figures of the budget for which you were accountable for each position
  2. Questionnaire. You will be prompted to provide the following information:
    • why you are the ideal candidate
    • how you meet the essential and asset screening requirements
    • references (two of each: most recent supervisors, colleagues, and subordinates)
    • second language evaluation results (if applicable)
    • self-identification (member of employment equity group: Indigenous peoples or visible minority)


Assessment of candidates

We plan to assess candidates as follows:

  • Screening – Your application will be reviewed to determine if you meet the screening requirements. Asset screening requirements may be invoked at the screening stage, so please demonstrate all experience factors.
  • Key leadership competencies (KLCs) – Candidates will be assessed against the following KLCs: Create Vision and Strategy; Mobilize People; Uphold Integrity and Respect; Collaborate With Key Partners and Stakeholders; Promote Innovation and Guide Change; and Achieve Results.
  • References – Your references will be contacted to learn more about your professional experiences, how you demonstrate your KLCs, and your readiness to assume a position at the EX-01 level.
  • Character Leadership interview – Candidates will be invited to a virtual interview where Character Leadership (CL) will be assessed. We want to attract candidates who can demonstrate the following CL dimensions: courage, drive, accountability, transcendence, humanity, humility, collaboration, temperance, integrity, justice and judgement. A CL information session will be offered to candidates before the interviews.
  • Additional assessments – These may be done throughout the staffing process. For example, you may be asked to provide previous performance assessments.

Questions and answers

Q1. If the Staffing Board determines that you meet the essential requirements, will you move to the next assessment phase?


A1. Not necessarily. Depending on the volume and quality of applicants received, preference for further consideration could be given to candidates based on the depth, breadth and relevance of their experience. Other strategies such as a top-down approach could also be used. Nevertheless, we encourage all interested candidates to apply and to provide detailed information, so that the Staffing Board has a full understanding of the candidate's experience (scope, complexity, etc.).

Q2. What are asset requirements, and do you need to meet them to be selected to be further assessed?


A2. Not necessarily. Unlike essential requirements, which are mandatory for you to be considered further, asset requirements are bonus-to-have requirements. This means that candidates may have to meet one or more of the asset requirements at any stage during the staffing process. So it is important for you to show if and how you meet the screening asset requirements in your application.

Q3. Why is the CRA launching an EX-01 staffing process that is only open to visible minorities and Indigenous peoples?


A3. The CRA is committed to diversity and inclusion and making sure that our workforce represents the diversity of the broader Canadian landscape. In reflecting on our workforce composition, we recognize that we need to do more. Results show that Indigenous peoples and members of visible minorities continue to be under-represented in our Executive Group. As a result, we are taking deliberate and clear action to increase their representation. Our rigorous staffing principles will be applied when assessing individuals throughout this targeted process.
