The CRA wishes to establish a pre-qualified pool, which will be used to staff the following EX-04 positions throughout the Agency:

  • Assistant Commissioner, Regional Operations
  • Assistant Commissioner, Program or Corporate Branch
  • Deputy Assistant Commissioner, Program or Corporate Branch
  • Deputy Assistant Commissioner, Special Projects (such as Agency transformation initiatives)

The ideal candidate will have the following essential requirements:

  1. Occupy a position within the Federal Public Service, including Crown corporations and Agencies, or a Provincial Tax Administrations within Canada. An eligible veteran or a Canadian Armed Forces (CAF) member may also apply.
  2. Have a baccalaureate or higher level degree from a recognized post-secondary institution.
  3. Have a record of strong performance and evidence of readiness to assume responsibilities at the EX-04 level.
  4. Have recent and extensive experience at the senior executive level or equivalent (see note 1):
  • Leading a major functional or operational program in the public service;
  • Collaborating and maintaining partnerships and building consensus around issues with colleagues and senior officials from various agencies, federal departments, other levels of governments, or the private sector; and
  • Managing significant financial and complex human resources matters as demonstrated by the number of direct and indirect reports and the dollar figures of the budgets directly managed for each position.

Notes:

  • (1) Recent and extensive experience at the senior executive level is normally acquired at the EX-03 level or equivalent and above for a period of at least two years in the past five years.
  • Individuals occupying a position at the EX-04 substantive group and level must submit an application if they are interested in being considered.
  • Preference may be given to candidates who self-identify as Indigenous Peoples and/or visible minority.
  • Preference may be given to candidates based on the depth, breadth, and relevance of their experience.

Experience considered an asset:

Experience in leading a major complex and horizontal transformation initiative.

Conditions of employment required at the time of appointment:

  • Top Secret security clearance level.
  • Willingness to travel.
  • Willingness to relocate to the position's location.
  • All appointments (except acting appointments) to and within the Executive (EX) Group at the CRA are subject to the "Agreement to be laterally moved" provision as a mandatory condition of employment. This provision is included in the CRA's Directive on Terms and Conditions of Employment for the EX Group.

Linguistic requirements:

  • Bilingual, Level: CBC/CBC
  • Candidates must have valid Second Language Evaluation test results at the CBC level at the time of application to be considered further in the staffing process. Candidates who are not from the federal public service, must be bilingual and indicate their level of proficiency at the time of application in order to be considered for this position.

A cover letter - in 1500 words or less:

  1. Explain how you meet each essential and asset experience factor. You must outline each experience as a header followed by concrete examples.
  2. Explain how you will contribute as a senior executive (EX-04) to a trusted, helpful, fair and people-centric organization.

A curriculum vitae that includes

  • current security clearance level;
  • education;
  • position titles with the group and level of each position;
  • name of organizations, including areas of work;
  • duration for each position held (years and months); and
  • the number of direct and indirect reports you have managed and budget you were accountable for in each position.

Additional questionnaires, which are part of the application process:

  • Reference checks: You will be required to provide the names and coordinates of six references (two most recent supervisors, two colleagues and two subordinates). If found necessary, the Staffing Board reserves the right to contact references other than those provided by the applicants to adequately assess the applicants. The Staffing Board may also refer to reference checks completed from a previous CRA staffing process at the EX level.
  • Second Language Evaluation (SLE) results: You will be asked to indicate your SLE results with expiration date.
  • Job performance: You will be asked to indicate your performance rating and talent placement for the last two years.
  • Employment Equity (EE) staffing questionnaire:  Candidates must complete this questionnaire upon application. The information collected is kept under the confidentiality provisions of the Privacy Act and the Employment Equity Act and its Regulations.

Assessment

This staffing process will be conducted under tight deadlines shortly after the closing date of the job notice. As such, applicants are required to provide requested information promptly and make themselves available for assessment. Failure to respond in a timely manner could lead to your candidacy not being further considered. Rescheduling will be on an exceptional basis only.

  1. Screening

Applications will be reviewed to determine which candidates meet the essential requirements. (asset qualifications may be invoked at the screening stage.) 

  1. Key Leadership Competencies (KLC) and Knowledge Factors Assessment

Candidates who meet the above requirements, will be invited to an interview which will assess the following KLC and knowledge factors:

  • Create Vision and Strategy
  • Mobilize People
  • Uphold Integrity and Respect
  • Collaborate with Partners and Stakeholders
  • Promote Innovation and Guide Change
  • Achieve Results
  • Knowledge of the mandate, responsibilities, and priorities of the CRA
  • Knowledge of current trends and issues facing the federal public service
  1. Reference and Performance Assessment

Candidates who are successful on the KLC and knowledge factors assessment, their referees will be contacted to learn more about their professional experiences, how they demonstrate the KLCs and their readiness to assume a leadership role at the EX-04 group and level.

  1. Character Leadership (CL) Interview
  • Candidates who meet the reference and performance assessment, will be invited to an interview where CL will be assessed. The CRA is looking to attract candidates who demonstrate strong character leadership. Dimensions of character are courage, drive, accountability, transcendence, humanity, humility, collaboration, temperance, integrity, justice and judgment.
  • CL information session for candidates will be scheduled and offered prior to the scheduled interviews.
