Who can apply

Employees of the Canada Revenue Agency (CRA) occupying a substantive position at the HR/RH-04 level or equivalent or higher.

Federal public service employees in organizations found under Schedules I, IV and V of the Financial Administration Act, occupying a substantive position at the PE-03 level or equivalent or higher.

AND eligible veterans and Canadian Forces members

AND individuals with preferred status who live or work within the general rule of minimum distance of the position(s) being staffed.

Applicants from the general public who do not meet the criteria required to apply on this staffing process will not be considered and will not be contacted.

This process may be used to staff positions physically located in Vancouver, Winnipeg, Sudbury, Toronto, Ottawa, Laval, Montreal, Halifax, Summerside, or St-John's.  You may only be considered for positions where you are physically located within a 40 km radius of the those cities listed. Some positions may include the possibility of virtual reporting if operational requirements permit.

Essential staffing requirements

To be eligible, you must meet the following requirements.

Education

* The approved alternatives include:

  1. Three years of experience in a field related to the designation or in Human Resources; and
    The eligibility for a recognized professional designation relevant to CRA business.
  2. Three years of HR experience and any one of the following five options:
    • A diploma from a recognized postsecondary institution in a field of study relevant to one of the CRA's business lines or corporate support areas; or
    • A certificate in a human resources discipline from a recognized postsecondary institution; or
    • A certification Footnote2 in a human resources discipline directly related to the position being staffed; or
    • A satisfactory score on the test approved by the CRA as an alternative to university graduation; or
    • A prior learning assessment that has been accepted for entry-level master's program by a recognized postsecondary institution.
  3. Three years' experience as a manager with responsibility for people management; and a secondary school diploma or CRA-approved alternatives.

**For the purpose of the HR/RH education standard, a certification in a human resources discipline is a certification earned from a government body in a specific human resources discipline, for example, the Public Service Commission's Staffing or Classification Certification Program.

Whenever the minimum education standard is met, including through an approved alternative, it is met for all positions in the HR/RH occupational group within the CRA, unless the position being staffed requires a higher level of education than the minimum standard.

Acquired rights

Permanent incumbents of the PE or HR/RH group who, on October 1, 2009, did not meet the minimum education standard are deemed to have met the minimum education standard based on their education, training and/or experience.

Experience

Candidates must have experience* in:

  1. Providing strategic advice and making recommendations on complex** issues, either in a corporate or operational role.

AND

  1. Leading and supervising a team for one (1) complete performance cycle, demonstrating the full range of management duties, including but not limited to:
  • Managing performance (including setting expectations, evaluating performance, developing employees, and developing and implementing work plans)
  • Administering collective agreement(s) or terms and conditions of employment
  • Monitoring program delivery and quality of service being provided to clients.

OR

  1. Coaching and developing HR advisors on complex** HR issues.

*Experience is normally acquired during a period of approximately 12 cumulative months within the last 5 years. This experience would normally be gained at the substantive HR/RH-04 (PE-03) level or higher.

**Complex issues are defined as issues with the following characteristics:

i. Engaging several stakeholders (e.g. third party reviewers, bargaining agents, senior management); and

ii. Potential negative risk for the organization (e.g. non-compliance with policy).

Asset staffing requirement

We may use the following asset staffing requirement to screen applications or for appointments. Make sure to clearly demonstrate how you meet them on your application.

Experience*** developing and delivering transformative or innovative initiatives.

*** Experience is normally acquired during a period of at least 12 cumulative months within the last 5 years at the HR/RH-04 (PE-03), equivalent or higher.

The essential staffing requirements indicated below will be assessed during the process and may be used to identify candidates for positions.

  • Performance validation
  • Second Language Evaluation (for bilingual positions)

Unsupervised Internet Test (UIT)

You must obtain the minimum pass mark (to be determined at a later date) on each UIT to proceed in this staffing process. – Amended

  • In-Basket Exercise
    • National Renewable Energies Corporation Multiple-Choice In-Basket Exercise (NREC)
    • This assessment may be used prior to screening the essential staffing requirements.
  • Written Communication Exercise for Professionals (WCE-PRO)
    • Evaluate writing strategy, structure and style, as well as grammar and mechanics of the text.

We may limit the number of candidates to be considered further in this staffing process by using a top-down approach to select candidates with the best results achieved on the UITs.

If successful in both UITs, we will contact your references to learn more about your professional experiences in the following areas:

  • Dependability
  • Judgment
  • Working independently
  • Collaborate with partners and stakeholders through strong and positive interpersonal relationships (i.e., clients, colleagues, team, external partners)

Please note that the assessment stage of this staffing process will be conducted in conjunction with staffing process 55688247. If you apply on these processes, you will be assessed only once on common elements.
