As a Human Resources Advisor in the Resourcing Center of Expertise, you will provide advice and guidance to managers on staffing-related issues.

Your job will be to understand the issues and operational realities of your clients and propose staffing strategies.

You will have to work in partnership with management as well as their staffing board in planning and implementing their staffing processes.

You will be encouraged to share your best practices, your experience and ideas with other HR advisors to improve the quality of service to managers.

 As a Human Resources Avisor at the Workplace Relations Center of Expertise, you will provide advice and guidance to managers on a variety of Labour Relations topics like Collective Agreement, duty to accommodate, disability and discipline management.

You will provide assistance to managers on the recourse processes in labour relations.

You will Research Case Law, analyse information, review trends, make written summaries and provide recommended actions.

This staffing process may be used to staff the following jobs: HR/RH2501 (HR03) Human Resources Advisor and HR/RH3603 (HR04) Human Resources Specialist Advisor. The linguistic profile of the positions are: Bilingual imperative BBB/BBB.

Appointments at a higher group and level could be made based on the candidate's experience according to the needs of the position being filled.

The pool established from this staffing process may be used to staff similar positions.

Who can apply

Persons living in Canada and Canadian citizens living abroad.

Please note that this process will be used to staff positions in one of the offices of the Quebec region. The work location are mainly in Laval, Montreal, Quebec, Shawinigan and Jonquiere. If you are a candidate from the general public, you will have to pay for any expenses related to your participation in this staffing process, as well as any relocation costs if you receive an offer of employment from this process.  

Qualified members and former members of the Canadian Forces who receive an offer of employment are not entitled to relocation costs from the CRA. They may, however, be entitled to a final relocation from the Department of National Defence.

As a result of the COVID-19 pandemic, public health recommendations and restrictions are in place across Canada and may change depending on circumstances. Therefore, most work is done remotely and virtually. However, office attendance may eventually be required when returning to normal operations. Virtual reporting may remain possible (occasionally), if operational requirements permit.

Essential staffing requirements

To be eligible, you'll need to meet one of the following options :

 Option 1 : 

  • Possess a bachelor degree (or superior) from a recognized postsecondary institution

and

  • Possess a work experience normally acquired of 24 consecutive months in a role of advice on staffing in the public or private sector in the last 3 years

Option 2 :

  • Possess a bachelor degree (or superior) from a recognized postsecondary institution

and

  • Possess a work experience normally acquired of at least 12 consecutive months related to staffing at the CRA in the last 3 years

Option 3 :  

Possess a bachelor degree (or superior) or be presently enrolled in a bachelor degree program from a recognized postsecondary institution in human resources, in labour relations, in industrial relations, in business administration profile human resources management and law. The degree must be obtained by June 30, 2021.

For the bachelor degrees by accumulation of certificates, please note that a minimum of 2 certificates must be related in one of the above-mentioned fields of study in order to be accepted with option 3.                               

Note that for positions in the Workplace Relations Center of Expertise, only candidates who meet Option 3 will be considered.

You must upload your proof of education in the Education section of your Candidate profile in ISS by the closing date and time indicated on this notice of job opportunity demonstrating that you meet the education requirement. Failure to do so may result in your application being rejected.

Option 4:

  • Holding a position of Human Resources advisor or Human Resources Specialist Advisor ((HR/RH2501 or HR/RH3603) for six months or more at the Resourcing Centre of Expertise or the Workplace Relations Centre of Expertise of the Quebec region and qualified in the # 52983853 pool or have been appointed under a student bridging process in one of the 2 divisions in the last 12 months.

Please note that if you meet the requirements for option 4, you do not need to answer the questions related to options 1, 2 and 3 in the questionnaire attached to this notice.

Assessment

Essentials

The essential staffing requirements indicated below will be assessed during the process and may be used to identify candidates for positions. Asset staffing requirements may also be assessed during the staffing process and may be used to identify candidates for positions.

Regarding candidates covered by option 1, 2 et 3 in the "To apply" section:  

 Performance validation

  • Second Language Evaluation
  • Unsupervised internet test which will assess cognitive abilities, competencies, drivers and traits
  • Ability to work in a team and maintain harmonious relationship
  • Ability to analyze information and provide recommendations
  • Ability to communicate orally in a business environment

Assessment in this process will be done virtually. The candidate must have access to a telephone, a stable Internet connection and a private space during the assessment. It is possible that some software and applications may be required to conduct the assessment. It is recommended that you have access to a desktop or laptop computer during the assessments to allow you to fully participate in the assessment phase.

You must be available for your assessment at the scheduled time and date. Please note that no assessment will be rescheduled without exceptional circumstances that will be considered on a case-by-case basis.

We may limit the number of candidates to be considered further in this staffing process by using a top-down approach to select candidates with the best results achieved for the unsupervised internet test.
