Agency Logistics and Administrative Services Division, Supply Project Manager (SP0357)

Key Activities: 

  • Leads project teams and undertakes supply chain management activities for high-value project requirements in accordance with established policies, directives and/or procedures.
  • Develops Agency materiel management policies and guidelines and provides advice, guidance and interpretation.
  • Monitors Agency activities related to materiel management processes to ensure programs and services are being effectively delivered within the legislative framework governing each business line.
  • Develops monitoring frameworks in order to address Agency materiel management performance gaps.
  • Provides expert advice and guidance to CRA clients and vendors regarding Administration functions including Mail Services, General Services, Records Management, Storage and Retrieval, Materiel Management, Logistics, and Commodity and Assets Management.
  • Negotiates service level agreements and expectations with vendors through the development of detailed business requirements and clear expectations.
  • Provides oversight to clients concerns and service delivery challenges through a contractual amendment.
  • Develops and delivers tools and training sessions on Administration Directorate business line activities for internal and external audiences.
  • Coordinates materiel management data and prepares data analysis to be included in Agency reports for Parliament and Central Agencies including Access to Information and Privacy requests, and Questions Period responses.
  • Leads and manages project teams and inter/intra agency/department working groups or components thereof, involved in developing and managing corporate initiatives and requirements; chairs committees related to program/policy/service issues and prepares comprehensive briefings analyses and reports.
  • Coordinates projects to identify new business opportunities, assess markets and industries, risks and rewards, and identify materiel management policy needs across the Agency.
  • Develops and manages (builds and maintains strong working) relationships with internal and external stakeholders (including other government departments and the private sector) related to the delivery of internal services or programs.

Essential staffing requirements
To be eligible, you must meet the following requirements.

Education

The CRA's minimum education standard for SP jobs requiring knowledge of supply-chain management:

Any degree from a recognized post-secondary institution*

OR

A three-year diploma from a recognized post-secondary institution* in business administration, commerce, economics, material management, e business, logistics, or other specializations relevant to the position.

*A recognized post-secondary institution is defined as a Canadian public or private institution that is recognized or authorized to grant degrees, diplomas, and other credentials by a public or private act of the provincial/territorial legislature or through a government-mandated quality assurance mechanism.

The institution must be listed in the Canadian Information Centre for International Credentials

Approved alternatives

  1.  Accreditation as a procurement specialist by Treasury Board of Canada Secretariat or the Purchasing Management Association of Canada or the National Institute of Government Purchasing; or
  2. A secondary school diploma or CRA-approved alternative; and three years of experience in procurement or material management.

Whenever the minimum education standard is met, including through an approved alternative, it is met for all SP jobs requiring knowledge of supply chain management within the CRA, unless the position being staffed requires a higher level education than the minimum education standard.

Permanent incumbents of positions linked to these jobs, and all federal public service employees of the PG group who, on April 1, 2010, did not meet the minimum education standard are deemed to have met the minimum education standard based on their education, training, and/or experience.

***Multi-dimensional projects is defined as a project that involves extensive planning, multiple phases or deliverables, stakeholders and reporting requirements to multiple levels of management or governance organizations (i.e. Steering Committees and or central oversight committees like Resource Management Committee).

****comprehensive is defined as complete; including all or nearly all elements or aspects of the topic or subject being presented.

Asset Experience
