*Amended* On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service. As a separate and large federal employer, the Canada Revenue Agency (CRA) supports and will follow this new policy direction.

As of November 8, 2021, all employees of the CRA, including new hires, are required to be fully vaccinated against COVID-19 unless accommodated based on a medical contraindication, religion, or another prohibited ground for discrimination as defined under the Canadian Human Rights Act and attest to their vaccination status.

The requirement to be fully vaccinated applies to all employees and new hires, whether they are teleworking, working remotely or working on-site. This condition of employment applies to indeterminate (permanent), determinate (term), and student hiring. Should you reach the point in the staffing process where it is necessary to verify conditions of employment, there will be a requirement to complete an attestation of vaccination status.

 

Collections Contact Officer (SP0439)

You will be responsible for the administration and collection of outstanding amounts for all account types, promotion and enforcement of compliance relating to information slips and outstanding returns, and the resolution of enquiries from taxpayers, their representatives, or employees of the CRA.

 

Assessment Processing Officer (SP0444)  

You will be responsible for the provision of information to taxpayers, benefit recipients and/or their representatives. You will also be required to analyze, investigate, resolve, and respond to enquiries and requests for adjustments to taxpayers' returns and accounts that result from the processing of prescribed forms and returns; which includes assessments, reassessments, social program entitlements and related problems and complaints.

 

Non-Filer Officer (SP0400)

You will be responsible for the administration of taxpayer accounts that are not compliant with the filing requirements administered by the CRA and requesting payment for outstanding amounts.

 

Trust Accounts Officer (SP0475)

You will be responsible for responding to taxpayer enquiries and complaints relating to a variety of issues associated with payroll accounts. You will interview taxpayers, their representatives or third parties to determine reasons for non-compliance, explain policies and procedures, and arrange to collect any outstanding returns or amounts. You will also need to resolve accounts requiring corrective action such as correcting misallocated payments, obtain missing returns and issuing assessments.

 

Taxpayer Services Agent at Call Centre (SP0465)

You will work in a fast-paced call centre environment whereby your primary responsibility will be to answer telephone enquiries from taxpayers and their representatives. You will provide explanations and/or clarification to taxpayers over the telephone in response to enquiries concerning electronic services, various social programs administered by the CRA, and the filing and processing of individual tax returns. You will gather information from taxpayers to establish the precise nature of their enquiry or request, as well as research possible responses or solutions using a variety of internal and external information sources. 

You will offer quality client service to meet taxpayers'/benefit recipients' needs, demonstrating courtesy, empathy and professionalism.  This position is ideal for those who like to help others and who enjoy communicating with taxpayers and benefit recipients in answering their enquiries.

This position requires the use of various computer applications and systems simultaneously, the use of a headset for prolonged periods of time and constant exposure to a computer screen. Work conditions require you to maintain a positive attitude and uphold Agency values of Respect, Professionalism, Integrity and Collaboration while adapting to change, dealing with stress and overcoming challenging situations that may arise, including potentially angry clients.

Preference for appointment will be given to veterans and then to Canadian citizens and permanent residents.

Please note that this process will be primarily used to staff positions in Surrey, British Columbia. If you are a candidate from the general public, you will have to pay for any expenses related to your participation in this staffing process, as well as any relocation costs if you receive an offer of employment from this process. 

Qualified veterans and members of the Canadian Armed Forces who receive an offer of employment are not entitled to relocation costs from the CRA. They may, however, be entitled to a final relocation from the Department of National Defence.

Due to the COVID-19 pandemic, public health recommendations and restrictions are in place across Canada and may change as circumstances evolve. You may be required to temporarily work remotely (e.g. from home). At this time, the positions are physically located in Surrey, British Columbia and whether working from home or on site, candidates living outside the Lower Mainland and Fraser Valley areas of British Columbia would be required to physically relocate for any job offers made.  Note: Virtual reporting outside of the Lower Mainland and Fraser Valley areas of British Columbia may be possible at some point in the future, if operational requirements permit. Further information will be provided if you are selected for the position.

Essential Staffing Requirements

To be eligible, you'll need to meet the following requirements:


Education

A secondary school diploma (i.e., a high school diploma).

Note 1: A degree, applied degree or diploma from a recognized post-secondary institution (e.g. college, CEGEP, university) may serve as an alternative to the above essential education requirement.

Note 2: Candidates with foreign education credentials must have their education confirmed by a recognized credential assessment service and provide proof of Canadian equivalency to the staffing board. For more information visit the Canadian Information Centre for International Credentials.

Note 3: You must upload your education credentials in the education section of your Candidate Profile to demonstrate that that you meet the essential education requirements.

Experience

No experience is required.

However, for some positions preference may be given to candidates with one or more of the following experiences. If you believe you meet any of these experiences, make sure you clearly demonstrate on your application how you meet them, as we may use these experiences to screen applications for those positions.

Experience 1: *Recent and significant experience in collecting outstanding debt. This includes persons who have worked in an environment collecting unpaid balances owing from individuals or businesses such as loans, credit card debts, mortgages, accounts receivable; taking action to resolve the outstanding debts, dealing with difficult customers and tactfully resolving complaints or problems 

Experience 2: * Recent and significant experience in the Credit Industry. This includes persons who have experience in assessing the credit worthiness of individual or corporate clients; including investigating and analyzing cash flow and/or the ability to pay in relation to extending or maintaining credit facilities, including credit cards, loans, mortgages, trade finance or accounts receivables

Experience 3: *Recent and significant experience working with clients through telephone contact. This includes providing service to the public via telephone which includes sharing and explaining information, responding to requests and enquiries, or resolving complaints and concerns.  This could also include negotiating with clients, setting of priorities, monitoring of results, adjusting activities/program objectives for their clients and resolving differences of opinions

Experience 4: *Recent and significant experience in financial or accounting services, in preparing and/or reviewing financial statements for individuals or corporate clients and/or experience in a professional Sales environment. This experience would include one or more of the following: payroll, bookkeeping, the ability to provide detailed information on products and services, developing and maintaining sales leads and/or client relationships, identifying & responding to underlying concerns or objections in an appropriate manner, and resolving complaints or concerns and/or responding to client enquiries in writing or via telephone.

 

*Recent and significant experience is normally associated with the performance of these functions as part of the major job duties accomplished for a period of six (6) cumulative months in the last two (2) years.

Separate pools may be created based on these experience factors. Applicants who do not meet these experience factors may be eligible to be considered for positions that do not require the experience.

Assessment

Essential staffing requirements indicated below will be assessed/applied during the staffing process and may be used to identify candidates for positions.

  • Second language evaluation (for any bilingual positions that may be staffed from this process)

All interactions throughout this process, including email correspondence, may be used in the assessment of essential and/or asset staffing requirements.

Results from locally developed assessments conducted in Requisition #56500903 may be portable to this staffing process. Information regarding which assessments are portable, if any, will be communicated at a later date.

 

Please note: Virtual assessments may be conducted by telephone, video conference or other alternate formats where possible. During virtual assessments the candidate must have access to a telephone, stable internet connection and privacy for the duration of the assessment. Certain software/Apps may be required to complete the assessment. It is recommended to have access to a desktop or laptop computer during the assessments to allow you to participate fully at the assessment stage. Candidates may not be accompanied by other individuals during their assessment except when required as part of an approved accommodation.

You are expected to make yourself available for assessment when scheduled. Assessments will only be rescheduled for exceptional circumstances and supporting documentation may be requested by the staffing board. The staffing board will make these decisions on a case by case basis. Candidates from the general public are responsible for travel expenses (if any) incurred to attend assessments.

For Taxpayer Services Agent positions only:

  • Successful applicants interested in these positions must be available to attend full-time training each day (37.5 hrs/week) Monday to Friday for a period of up to 8 weeks. This paid training may be onsite or via virtual technology.
  • Hours of work will vary with the position being staffed.  Shifts may be between the hours of 7:00 a.m. to 9:00 p.m. Monday to Friday, and 7:00 a.m. to 5:00 p.m. and Saturdays. Required hours of work will be no more than 5 days a week, 7.5 hours/day.

Please give careful consideration to these hours before applying as preference of shift may not be provided.


For other positions:

  • Successful applicants interested in these positions must be available for paid training. 
  • Hours of work may range from 07:00 a.m. to 6:00 p.m. (7.5 hours)
