We are looking for a dynamic, collaborative and strategic leader with a proven track record to contribute to the People First vision and take the delivery of services to Canadians to the next level while demonstrating character leadership. As the Assistant Commissioner, PAB and Chief Privacy Officer, you will be part of a highly talented, passionate and driven team that is dedicated to providing effective and integrated public affairs advice, products, and services. You will be responsible for the overall management of Agency public affairs.

Here are the essential requirements for this job opportunity:

Occupy a position within the Federal Public Service, including Crown corporations and agencies at the EX-03 group and level (or equivalent) or higher level. If you are an eligible veteran or a Canadian Armed Forces (CAF) member, you may also apply.

Have a degree (see note 1) from a recognized post-secondary institution.

Have a record of strong performance and evidence of readiness to assume responsibilities at the EX-04 level.

Have recent and extensive experience (see note 2) at the EX-03 level (or equivalent) or higher level in all the following four (4) essential experience criteria:

  1. delivering a program or service linked to the development and implementation of communication and issues management strategies.
  2. providing strategic advice, recommendations and briefings to senior level officials (Minister, Commissioner, Deputy Commissioner and/or Assistant Commissioner (Deputy Minister, Associate Deputy Minister and/or Assistant Deputy Minister))
  3. collaborating and maintaining partnerships and building consensus around issues with colleagues and senior officials from various agencies, federal departments, other levels of governments, or the private sector; and
  4. managing significant financial and complex human resources matters as demonstrated by the number of direct and indirect reports and the dollar figures of the budgets directly managed for each position.

Notes:

  1. Degree: is defined as a baccalaureate or higher level degree.
  2. Recent and extensive experience is defined as the depth and breadth of the experience normally acquired at the EX-03 group and level (or equivalent or higher level) for a period of at least two (2) consecutive years in the past five (5) years.
  3. Preference may be given to candidates:
    • who self-identify as Indigenous Peoples and/or visible minority.
    • who demonstrate more progressive and complex leadership responsibilities.
    • who possess more depth, breadth and relevance of experience.
  4. Indeterminate EX-04 employees or equivalent may be considered for a lateral move. If no lateral move is made, applicants from other groups and levels will be considered in the staffing process. As such, individuals occupying a substantive position at the EX-04 group and level must submit an application if they are interested in being considered.

This experience would be considered an asset:

  • Experience in managing all aspects of a department's or agency's communications function including internal, external communications and communications services.
  • Experience in advancing privacy by design concepts within a government setting.

These conditions of employment will be required at the time of appointment:

  • Top Secret security clearance level
  • Willingness to travel
  • Willingness to relocate to the National Capital Region (NCR)
  • All appointments (except acting appointments) to and within the Executive (EX) Group at the CRA are subject to the "Agreement to be laterally moved" provision as a mandatory condition of employment. This provision is included in the CRA's Directive on Terms and Conditions of Employment for the EX Group.

  • Bilingual imperative - CBC Levels
  • Candidates MUST have valid Second Language Evaluation test results at the CBC levels*, at the time of application in order to be considered in this staffing process.

* In response to the measures taken by the Public Service Commission following COVID-19, the CRA applies the 12-month extension of expired Second Language Evaluation (SLE) Results. For example, if an individual has a result that expired in June 2021, it is still deemed valid until June 2022.

To apply

Submit all the following documents via the CRA's careers portal (it is the candidate's responsibility to attach all the required documents to their on-line application).

A cover letter in 1500 words or less:

  1. Clearly outline how you meet each essential factor, as well as any asset experience.
  2. Explain how you will contribute as a senior executive (EX-04) to a trusted, helpful, fair and people-centric organization.

A curriculum vitae, which includes:

  • education;
  • position titles with the group and level of each position;
  • name of organizations for each position occupied, including branch or area of work
  • duration for each position held (years and months);
  • number of people you have managed (direct and indirect reports), and the dollar figures of the budget for which you were accountable for each position; and
  • current security clearance level.

Questionnaires. You will be prompted to provide the following information:

  • Reference checks: You will be required to provide the names and coordinates of six references (two most recent supervisors, two colleagues and two subordinates). If found necessary, the Staffing Board reserves the right to contact references other than those provided by the applicants to adequately assess the applicants. The Staffing Board may also refer to reference checks completed from a previous CRA staffing process at the EX level.
  • Second Language Evaluation (SLE) results: You will be asked to indicate your SLE results with expiration date (to indicate actual and not extended by one year).
  • Job performance and Talent map placement: You will be asked to provide your performance rating and talent map placement for the last two years.
  • Employment Equity (EE) staffing questionnaire: Candidates must complete this questionnaire upon application. The information collected is kept under the confidentiality provisions of the Privacy Act and the Employment Equity Act and its Regulations.

Note: Failure to provide the requested information according to the above mentioned instructions may result in your application being screened out of this staffing process.

Assessment

This staffing process will be conducted under tight deadlines shortly after the closing date of the job notice. As such, applicants are required to provide requested information promptly and make themselves available for assessment. Failure to respond in a timely manner could lead to your candidacy not being further considered. Rescheduling will be on an exceptional basis only.

We plan to assess candidates as follows:

Screening – Your application will be reviewed to determine if you meet the screening requirements. Asset requirements may be invoked at the screening stage. Ensure you fully demonstrate in your application how you meet all essential experience requirements, as well as assets. We also recommend that you to pay close attention to the instructions under the "to Apply" section.

References and Assessment of Performance results and Talent Map Placement – References of candidates who are successful at the screening stage will be contacted to learn more about candidates' professional experiences, how they demonstrate the Key Leadership Competencies (KLCs) and their readiness to assume a leadership role at the EX-04 group and level. Also, to confirm record of strong performance and evidence of readiness to assume responsibilities at the EX-04 level, Performance results and Talent Map Placements will be considered for the two (2) most recent years.

KLCs assessment – the following will be assessed. (tool to be determined)

  • Create Vision and Strategy;
  • Mobilize People;
  • Uphold Integrity and Respect;
  • Collaborate with Partners and Stakeholders;
  • Promote Innovation and Guide Change; and
  • Achieve Results.

Character Leadership interview – Candidates who meet the previous assessment phases will be invited to an interview where Character Leadership (CL) will be assessed. The CRA is looking to attract candidates who demonstrate strong CL. Dimensions of character are: courage, drive, accountability, transcendence, humanity, humility, collaboration, temperance, integrity, justice and judgment. A CL candidate information session will be scheduled and offered prior to the interviews.
