Key Activities:

As an Organizational Design & Classification Senior Advisor, you will:

  • Provide operational strategic subject matter expertise in organizational design and classification to senior management and other human resources (HR) practitioners.
  • Have the opportunity to contribute to the modernization of the CRA Classification Function.

Essential Staffing Requirements

To be eligible, you must meet the following requirements. 

Completion of Organizational Design and Classification Courses 

IMPORTANT NOTE

  • For this staffing process, the hiring board is ONLY seeking candidates who have completed ALL the following courses:
    • P930 (COR133): Introduction to Organization and Classification
    • P911: Organizational Design and Classification: Tools and Methods - Part 1A
    • P912: Organizational Design and Classification: Tools and Methods - Part 1B

Only the candidates who have completed the three required courses will be considered for this staffing process.

Education

  • A degree from a recognized postsecondary institution or the CRA's approved alternatives*.

*The approved alternatives include:

1. Three years of experience in a field related to the designation or in Human Resources; and

The eligibility for a recognized professional designation relevant to CRA business.

2. Three years of HR experience and any one of the following four options:

  • A diploma from a recognized postsecondary institution in a field of study relevant to one of the CRA's business lines or corporate support areas;

or

  • A certificate in a human resources discipline from a recognized postsecondary institution;

or

  • A certification** in a human resources discipline directly related to the position being staffed;

or

  • A prior learning assessment that has been accepted for entry level master's program by a recognized postsecondary institution.

3. Three years' experience as a manager with responsibility for people management;

and

  • A secondary school diploma or CRA-approved alternatives.

 

**For the purpose of the HR/RH education standard, a certification in a human resources discipline is a certification earned from a government body in a specific human resources discipline, for example, the Public Service Commission's Staffing or Classification Certification Program.

Acquired Rights

Permanent incumbents of PE or HR/RH who, on October 1, 2009, did not meet the minimum education standard are deemed to have met the minimum education standard based on their education, training and/or experience.

Candidates will be screened against the prerequisite staffing requirements on an on-going basis. If you meet the prerequisite staffing requirements, you will be invited to an assessment.

 

Experience

  • Experience* in providing advice, guidance and options on complex** classification issues to senior management***.

*Experience is normally associated with the full performance of these functions as part of the major job duties accomplished for a period of approximately twelve (12) cumulative months at the HR-03 (PE-02) level or higher.

**Complex classification issues are defined as issues with the following characteristics:

i. Engaging several internal stakeholders; and

ii. Potential high risk for the organization

***Senior management is defined as director and above.

 

ASSET - Accreditation in Classification 

  • A recognized Accreditation in Classification* from within the Federal Public Service of Canada or the Canada Revenue Agency.

*An Accreditation in Classification is an attestation that classification advisors have successfully completed all requirements of the Organization and Classification Learning Curriculum including both formal training and practicum.

This is achieved through participation in a recognized Classification Apprenticeship Program culminating in the presentation of complex cases demonstrating an understanding and independent practice of organizational design and classification principles.

Recognized Classification Accreditations are granted by the Treasury Board Secretariat for departments in the Federal Public Service of Canada, by the Canada Revenue Agency as a separate agency, and by other separate Federal Agencies.
