As an Supply Business Analyst (SP0359), you will be required to:

  • Providing procurement and contracting services for low to medium complexity requirements on behalf of the CRA, in accordance with CRA’s policy and procedure instruments, and national and international trade agreements within one (1) of the following areas:
    • Goods and services;
    • Professional services; or
    • Information technology (IT)
  • Providing procurement advice and guidance with a strong focus on quality customer service to CRA clients and vendors regarding contracting-related issues.
    • Partner on short-term procurement and supply projects.
    • Monitors and analyzes CRA procurement activity and recommends corrective actions to enforce compliance of suppliers/contractors.
    • Purchases good or services by exercising delegated contracting approval and signing authority for assigned competitive and non-competitive contracts.
    • Coordinates the procurement activity of low dollar value and low risk contracts for goods and services.

The job involves working under the pressure of multiple and conflicting deadlines and demands.

  • For the Centre of Professional Services for Regional Contracting (CPSRC) of Quebec Region: Bilingual imperative CBC/CBC;
  • For the Contracting Division of the National Capital Region (NCR): Bilingual imperative BBB/BBB, English essential.

 

As an E-Business Officer* (SP0360), you will be required to:

  • Provide advice, guidance and support related to regional contracting, e-Business systems and materiel management business solutions and asset management activities to Agency clients.
  • Monitor and report on Regional materiel management activities and processes carried out by Agency clients.
  • Plan, coordinate, deliver and maintain materiel management training courses for Agency employees.

*Position only available at the CPSRC of Quebec Region.

As Client Service Officer** (SP0640), you will be required to:

  • Provides advice and guidance to internal clients on procurement processes and the application of procurement policies.
  •  Administers procurement-related systems through the creation of operating procedures, access provisioning for users and suppliers, online catalogue maintenance and change management of modifications and upgrades.
  • Provides operational and technical support of procurement-related systems and processes to the user and supplier communities; identifies problems, concerns and enhancements, and works closely with other specialists in their resolution.
  •  Analyzes trends in contracting activities and their compliance to policy instruments. Provides reports to senior management.
  • Develops business requirements, use cases, test scripts and test data for system upgrades. Performs functional acceptance testing for system upgrades.
  •  Develops and disseminates procurement notices and training material for internal and external stakeholders. Maintains the content of the internal and external procurement websites.

Who can apply

Employees of the Canada Revenue Agency (CRA) who hold and/or work in a SP-03 level position or higher in procurement at the CPSRC of the Quebec Region or the Contracting Division of the National Capital Region (NCR).

AND Federal public service employees in organizations found under Schedules I, IV and V of the Financial Administration Act who hold and/or work in the Quebec Region or the National Capital Region (NCR) as a PG-02 or another equivalent or higher classification whose primary functions are related to procurement.

AND eligible veterans and Canadian Forces members.

AND individuals with preferred status who live or work within the general rule of minimum distance of the position(s) being staffed.

This staffing process will be used to fill position at the CPSRC whose offices are currently located in WQTSO, Laval Site* and for the Contracting Division whose office is currently located at 250 Albert Street, in Ottawa. If you are selected as a result of this process, you may be required to work out of one of these offices, if  virtual reporting isn’t possible.

*Note : Please note that even if the Centre of Professional Services for Regional Contracting (CPSRC) of Quebec Region - WQTSO, Laval site location is not listed in question 4 of the prerequisite’s questionnaire, this process is aimed at filling positions at this location. A new questionnaire will be sent later in the process to re-validate your interest for the different locations.

Essential staffing requirement(s)

To be eligible, you must meet the following requirements.

Education

For the Supply Business Analyst (SP0359) position:

The CRA’s minimum education standard for the SP jobs requiring knowledge of supply chain management:

OR

  • A three year diploma from a recognized postsecondary institution in business administration, commerce, economics, materiel management, e‑business, logistics, or other specializations relevant to the position.

Acquired rights for SP jobs requiring knowledge of supply-chain management.

Permanent incumbents of positions linked to these jobs, and all federal public service employees of the PG group who, on April 1, 2010, did not meet the minimum education standard are deemed to have met the minimum education standard based on their education, training, and/or experience.

 

For the E-Business Officer (SP0360) and Client Services Officer (SP0640) positions:

  • Successful completion of a secondary school diploma or CRA-approved alternatives*

* CRA-approved alternatives to a secondary school diploma include:

  • A satisfactory score on the CRA-approved test (General Intelligence Test – GIT 320 – Pass mark 80); or
  • An acceptable combination of education, training and/or experience.

Experience

To be eligible for the E-Business Officer (SP0360) and Client Services Officer (SP0640) positions, you must meet one of the following options :

OPTION 1

  1. Possess an experience normally associated to 6 cumulative months within the last 12 months at the CRA in a SP-06 level position (SP0359/SP0360/SP0640) in procurement or higher at the CPSRC or at the Contracting Division.

OR

  1. Possess an experience normally associated to 24 cumulative months experience within the last 36 months as a PG-02 or another equivalent or higher classification whose primary functions are related to procurement within the federal public service.

OPTION 2

Have work experience normally associated to 12 cumulative months within the last 24 months at the CRA in a SP-03 level position or higher in procurement at the CPSRC or the Contracting Division.

 

To be eligible for the Supply Business Analyst (SP0359) position:

You must meet one of the above mentioned experience options  (Option 1 A or B or Option 2)

AND

You must have work experience normally associated to 12 cumulative months within the last three years in performing at least two of the following procurement related activities:

  • Reviewing and analyzing statements of work, or statements of requirements for the procurement of goods or services
  • Reviewing and analyzing evaluation criteria for the procurement of goods or services
  • Preparing solicitation documents
  • Preparing basis of payment (writing the payment conditions in order to proceed with payment)
  • Preparing contractual documents
  • Advising clients of procurement policies and procedures
  • Using procurement tools from Public Services and Procurement Canada
  • Using procurement tools from Shared Services Canada
  • Contract management and administration
