Under the EE Act, CRA’s National EE Staffing Strategy strives to eliminate gaps for the four EE designated groups: Indigenous peoples, persons with disabilities, members of visible minorities, and women. Where an EE gap exists at the time of appointment, EE may be used as a staffing requirement at appointment for permanent and temporary appointments over six months made through this process. Where no relevant EE gap exists for Indigenous peoples, persons with disabilities, members of visible minorities, or women, DI may be used as a staffing requirement at appointment to address disadvantages for these groups, or their subgroups, under the Canadian Human Rights Act, in response to Government-wide calls to action, mandates, or initiatives.

As a Senior Advisor – Finance, you will
• Provide advice, analysis and financial services to ensure the efficient and effective use of departmental resources.
• Consolidate, analyze financial information and recommend solutions to senior management.
• Prepare financial reports/statements and briefing notes to inform senior management. Develop, implement and interpret policies and regulations.
• Prepare submissions to the Treasury Board, Memoranda to Cabinet and Estimates documents.
• Evaluate financial systems requirements and advise on solutions to meets business needs.
As a Team Leader – Finance, you will also be responsible for assigning and prioritizing work of others as well as reviewing performance against expectations.

Who can apply
Employees of the Canada Revenue Agency (CRA) and Federal public service employees in organizations found under Schedules I, IV and V of the Financial Administration Act occupying an indeterminate position at the FI-03 level or equivalent or higher. (List of eligible federal organizations).
Here is an exhaustive list of group and level equivalent to an FI-03 level or higher as of May 2023:
CRA: MG-AFS-05, MG-SPS-05, AU-04, CO-02, ES-05, SI-06, SP-10, CS-04
Other federal departments: AS-08, PM-07, AP-03, CS-04, EC-06, AU-04, CO-03
AND eligible veterans and Canadian Armed Forces members
AND individuals with preferred status who live or work within the general rule of minimum distance of the position(s) being staffed.
Stream 1
For positions in the National Capital Region (NCR), the source of candidates is employees physically working in the NCR.
Please note that this stream will be used to staff positions in the NCR only.
Stream 2
For positions where employees may work remotely, the source of candidates is employees across Canada.
Further information will be provided for the position being staffed.

Essential staffing requirements
To be eligible, you must meet the following requirements.
Education
• the CRA’s minimum education standard for FI.
You must upload your education credentials in the education section of your candidate profile and submit all required documents by the closing date and time of this poster. Failure to do so can result in your application not being considered further.
Experience
Have experience in at least two (2) of the following areas of financial management:
o Budgeting or Financial Planning
o Forecasting/Projections
o Financial Monitoring and Reporting
o Project Management
o Costing or Business cases
o Accounting or financial statements
o Developing, implementing or interpreting financial policies
o Financial systems development or maintenance
o Internal controls or Internal audit
Candidates must upload the following documents to their candidate profile:
- A resume including groups and levels for each job
- Name, title and phone number or email address of 2 references (current and previous supervisor for at least 12 months within the last 6 years. Also, those individuals must have been your manager when you were an FI-02 level or equivalent or higher.)
- A letter of offer or pay stub that proves your group and level (only for candidates who are not working at CRA)

Assessment
Each request will be individually reviewed. You will be asked to provide information regarding your limitations to be reviewed by a trained assessment accommodation advisor.
