CRA's National Employment Equity (EE) Staffing Strategy strives to eliminate gaps for the four EE designated groups: Indigenous peoples, persons with disabilities, members of visible minorities, and women. Where an EE gap exists at the time of appointment, EE may be used as an appointment criterion for permanent and temporary appointments over six months made through this process.

 

The CRA has introduced the requirement for on-site presence including hybrid work models where employees are required to work on-site at a CRA-approved location a minimum of two days per week or 40% of their regular monthly work schedule. A number of individual and group exceptions to on-site presence may be granted based on individual situations and the nature of the work being performed. Work arrangement agreements and specific circumstances may be discussed with the manager at the time of hiring.

 

The Knowledge and Research Program (KRP) provides virtual research services in support of various Canada Revenue Agency (CRA) programs in the tax, legal, business and industry fields.

Within this national team of research specialist professionals, you will be asked to perform the following duties:

  • Provide in-depth, specialized and complex research to audit teams, investigators, appeals officers, collectors and ruling officers in the areas of complex tax, industry and commercial issues.
  • Provide business and competitive intelligence and allied research across a broad range of corporate, economic, industry, business and legal topics related to taxation and excise, both nationally and internationally, to support the Agency's program delivery.
  • Provide curated reports to internal clients. In response to research requests, collect content from a variety of sources and analyze and synthesize this information to provide added value and customized results to the clients.
  • Work closely with virtual colleagues and clients across local and national teams to support special projects.

Who can apply?

Preference for appointment will be given to veterans, Canadian citizens and permanent residents. 

Please note that this process will be used to staff positions in Vancouver, Calgary, Mississauga, Toronto, Montreal, Quebec City, Edmonton and Halifax only. You may be authorized to work from a Canada Revenue Agency office of your choice, if operational requirements permit. If you are a candidate from the general public, you will have to pay for any expenses related to your participation in this staffing process, as well as any relocation costs if you receive an offer of employment from this process. 

Qualified members and former members of the Canadian Armed Forces who receive an offer of employment are not entitled to relocation costs from the CRA. They may, however, be entitled to a final relocation from the Department of National Defence.

Minimum staffing requirement

  • Education

 

Successful completion of a master's degree from a recognized postsecondary institution* in library science or in library and information science; or

A bachelor's degree from a recognized postsecondary institution* in library science or in library and information science, where another bachelor's degree was a prerequisite.

* A recognized postsecondary institution is a Canadian public or private institution that is recognized or authorized to grant degrees, diplomas, and other credentials by a public or private act of the provincial/territorial legislature or through a government-mandated quality assurance mechanism. The institution must be listed in the Canadian Information Centre for International Credentials (external link) directory.

Essential staffing requirement

  • Experience

Please note that candidates must meet at least one of the following experience options:

 

Option 1 :

Have work experience* in each of the following:

  • Advanced online research skills, including the ability to perform sophisticated searches using financial and business databases;
  • Familiarity with legal research techniques and the major legal online resources;
  • A demonstrated focus in providing exceptional client service.

*Experience is normally associated with the performance of these functions as part of the major job duties accomplished over a total period of 24 months in the last 5 years.

 

Option 2 :

Candidates who have recently** graduated from a master's degree from a recognized postsecondary institution in library science or in library and information science or a bachelor's degree from a recognized postsecondary institution in library science or in library and information science, where another bachelor's degree was a prerequisite.

**By recent we mean that the candidate has graduated within the last 24 months.

 

Option 3:

Currently holding the position of CO-OP Student (SU-04) with a Master of information science (MIS) or Master of library and information science (MLIS) within the Knowledge and Research Program at the CRA.

It is the candidate responsibility to demonstrate that they meet the experience requirements. If you do not provide sufficient information, your application may be rejected.
