About the job

On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service. As a separate and large federal employer, the Canada Revenue Agency (CRA) supports and will follow this new policy direction.

As of November 8, 2021, all employees of the CRA, including new hires, are required to be fully vaccinated against COVID-19 unless accommodated based on a medical contraindication, religion, or another prohibited ground for discrimination as defined under the Canadian Human Rights Act and attest to their vaccination status.  

The requirement to be fully vaccinated applies to all employees and new hires, whether they are teleworking, working remotely or working on-site. This condition of employment applies to indeterminate (permanent), determinate (term), and student hiring. Should you reach the point in the staffing process where it is necessary to verify conditions of employment, there will be a requirement to complete an attestation of vaccination status.

Job duties

IT Specialist (CS0079)

Key Activities (but not limited to) :

  • Develop, deliver, enhance, integrate, maintain, and support the operations of IT products, solutions, and services;
  • Conduct technical research and develop business cases and long-term plans, cost/benefit analysis, feasibility studies, and technical specifications and documentation;
  • Develop, test, and implement IT solutions and products;
  • Identify, research, evaluate and recommend the acquisition of products and services;
  • Provide coaching/mentoring/training;
  • Provide technical advice;
  • Lead a technical team on a short-term basis;
  • Identify, develop, review and evolve IT best practices, standards, operating procedures, and processes;
  • Provide recommendations, demonstrations, and presentations to colleagues, clients, and management;
  • Ensure Quality Assurance of IT deliverables (Quality Assurance).

Qualified members and former members of the Canadian Forces who receive an offer of employment are not entitled to relocation costs from the CRA. They may, however, be entitled to a final relocation from the Department of National Defence.

Essential staffing requirements

To be eligible, you'll need to meet the following requirements:

 

Education

  • A degree or a diploma from a recognized postsecondary institution, in computer science, information technology (IT), information management, or other specializations relevant to the position;

OR

  • Any degree from a recognized postsecondary institution; and three years of IT experience. (The experience must be validated by the Information Technology Branch CS Education Committee).

Experience

 

1. Experience* in four (4) or more of the following elements: conducting analysis, design, development, maintenance, implementation or testing related to IT deliverables.

AND

2. Experience* in conducting technical research or creating technical documentation related to IT Disciplines such as, but not limited to: Feasibility Studies, Business Cases, User-centric Design, User Stories, Technical Specifications, Analysis, Software Architecture Documents, Best Practices, Guidelines, Procedures, Issue Sheets, Briefing Notes, etc.

 

AND have experience in one (1) or more of the following streams:

There are four (4) streams for this Notice of Job Opportunity. Candidates must indicate which stream(s) they wish to apply and must show how they meet the required experience for each stream for which they apply.

Stream 1 (Cobol):

  • Experience* as a senior technical resource on a team in analysis, design, architecture, development, deployment and unit testing of CICS/COBOL applications using COTS tools such as COBOL, Netron, Endevor, File Aid, etc… in a Z/OS environment.

AND

  • Experience* in research, upgrading, deployment and support of application development tools in mainframe development tool suites in support of CICS/COBOL.

 

Stream 2 (Java):

  • Experience* as a senior technical resource on a team in Object Oriented analysis, design, architecture, development, deployment of Java/J2EE applications and testing of Java/JEE web/swing applications using open source tools, version control systems (like GIT/Gitea, etc…) and open source frameworks (like Struts, Spring, EJB, Angular, etc...).

AND

  • Experience* in using or leveraging at least one of the following: XML, XSD, XSLT, XQuery, WSDL, SOAP, REST, Weblogic, Jenkins, Artifactory.

 

Stream 3 (Business Intelligence, BI):

  • Experience* as a senior technical resource on a team in the design, development, deployment and maintenance of enterprise data warehouse, data marts, cubes and packages using ANSI SQL, BASH, Linux scripts, Infosphere Datastage (DS), Infosphere Change Data Capture (CDC) and IBM Cognos BI Suite.

AND

  • Experience* in research, upgrading, deployment and support of application development tools in the development tool suites in support of Business Intelligence.

 

Stream 4 (SAP):

  • Experience* as a senior technical resource on a team in the installation, configuration, coding, support of a SAP solution in one or more of the following domains: ABAP, Security, BASIS, Solution Manager, Business Warehouse (BW), E-Recruitment, Netweaver Portal, ERP Central Component (ECC), Process Integration (PI), S4/HANA, SAP SaaS offerings (i.e. Concur, Ariba, Success Factor).

AND

  • Experience* in research, upgrading, deployment and support of application development tools in the development tool suites in support of SAP applications.

 

*Experience is normally associated with the performance of these functions as part of the major job duties accomplished for a period of not less than six (6) cumulative years within the last nine (9) years; (note: experience gained during coop assignments will not be considered.)
