About the job

On October 6, 2021,the Government of Canada announced details of its plans to require vaccination across the federal public service. As a separate and large federal employer, the Canada Revenue Agency (CRA) supports and will follow this new policy direction.

As of November 8, 2021, all employees of the CRA, including new hires, are required to be fully vaccinated against COVID-19 unless accommodated based on  a medical contraindication, religion, or another prohibited ground for discrimination as defined under the Canadian Human Rights Act and attest to their vaccination status.

The requirement to be fully vaccinated applies to all employees and new hires, whether they are teleworking, working remotely or working on-site. This condition of employment applies to indeterminate (permanent), determinate (term), and student hiring.

Should you reach the point in the staffing process where it is necessary to verify conditions of employment, there will be a requirement to complete an  attestation of vaccination status.

As a Subject Matter Expert – Client Services, you will provide operational strategic subject matter expertise (SME) regarding misconduct investigations related to harassment, discrimination and violence  to delegated managers and other human resources (HR) practitioners on the administration within the Canada Revenue Agency.

You will be responsible for conducting misconduct administrative investigations related to discrimination, harassment or violence and the coordination of external investigations. This would include:

  • Reviewing and analyzing complaints of discrimination/harassment pursuant to the Canadian Human Rights Act, internal harassment policies and relevant labour laws;
  • Ensuring adherence to the investigative process in accordance with the procedural fairness principles of natural justice;
  • Researching and planning the investigation which would include gathering, examining and recording all relevant evidence from available documentation;
  • Planning and preparing interview questions and conducting interviews to obtain the necessary evidence about the alleged incidents;
  • Analyzing the evidence gathered from various sources and assessing its credibility;
  • Preparing concise investigation reports and other communications with parties and various stakeholders;

You may be required to work from a city where we have a CRA office: Ottawa (Ontario); Calgary (Alberta); Edmonton (Alberta); Halifax, (Nova Scotia); Montreal (Québec); Regina, (Saskatchewan); Saskatoon (Saskatchewan); Toronto (Ontario); Vancouver (British Columbia);  Winnipeg (Manitoba) or other locations across Canada.

Depending on the operational requirements, virtual reporting may be possible for those located outside of National Capital Region.

If you are a candidate from the general public, you will have to pay for any expenses related to your participation in this staffing process, as well as any relocation costs if you receive an offer of employment from this process.

Qualified members and former members of the Canadian Forces who receive an offer of employment are not entitled to relocation costs from the CRA. They may, however, be entitled to a final relocation from the Department of National Defense.

Essential staffing requirements

To be eligible, you must meet the following requirements.

Education

  • the CRA's minimum education standard for HR/RH 

Experience

Candidates will be required to meet three (3) of the five (5) experience criteria that follow:

  • Experience* in conducting workplace investigations;
  • Experience* applying labour acts on harassment including but not limited to regulations, directive or policies
  • Experience* applying the provisions of the Canadian Human Rights Act or other provincial equivalent
  • Experience* in providing advice and guidance on misconduct or wrongdoing allegations within the workplace.
  • Experience* writing investigative reports and providing recommendations or options to senior management**

*Experience is normally associated with the performance of these functions as part of the major job duties accomplished for a minimum of  24 cumulative months in the last five (5) years. 

**Senior management is defined as a person of authority in an organization who is involved in policymaking or program implementation. For the public service this would be at the Director level or equivalent (EX-01 or similar level).
