We are looking for dynamic, collaborative and strategic leaders with a proven track record to contribute to the People First vision and take the delivery of services to Canadians to the next level while demonstrating character leadership. The intent of this staffing process is to create a Pre-Qualified Pool (PQP) of EX-01 qualified individuals to fill current and future vacant positions within the CRA. More specifically, this staffing process aims to fill various positions in the following branches:

  • Appeals Branch
  • Assessment, Benefit and Service Branch
  • Audit, Evaluation, and Risk Branch
  • Collections and Verification Branch
  • Compliance Programs Branch
  • Legislative Policy and Regulatory Affairs Branch
  • Security Branch

Here are the essential requirements for this job opportunity:

Occupy a position within the Federal Public Service, including Crown corporations and agencies. If you are an eligible veteran or a Canadian Armed Forces (CAF) member, you may also apply.

Have a degree (see note 1) OR an acceptable combination of education, training and/or experience.

Have recent and significant experience at the management level (see note 2) in the following four (4) essential experience criteria:

1. In leading and managing operational resources in a large and complex program or major project (see note 3) environment.

OR

In leading the development and administration of policy, programs, systems, or strategies related to a large and complex program or major project.

OR

In leading and managing a significant organizational transformation, such as major IT-enabled business solutions or a large-scale services-related transformation.

 

2. In managing human and financial resources. (Please be specific: indicate the number of direct reports, subordinates and the dollar figures of the budgets you directly managed for each position).

 

3. In providing advice and making recommendations to senior officials (see note 4) on a large and complex program, major project, or policy and/or operational issues of a regional or national scale.

 

4. In establishing and maintaining relationships with internal or external stakeholders, which could include other government departments and agencies.

Notes:

  1. Degree is defined as a baccalaureate or higher level degree.
  2. Recent and significant experience is normally associated with having performed these functions as part of the major job duties at the management level (for example at the MG-06, MG-05, AU-05, PM-06, ES-06, CS-04 or equivalent level) for a period of at least two (2) consecutive years within the last five (5) years.
  3. A major project would normally be an initiative under the oversight of the Agency's Major Project Investment Oversight Process (MPIOP), or other governmental organization equivalent.
  4. Senior officials is considered Director level and above.

Preference may be given to candidates:

    • who self-identify as Indigenous Peoples and/or visible minority.
    • who possess more depth, breadth and relevance of experience.

This experience would be considered an asset:

  • A recognized professional accounting designation or certification (such as chartered accountant, certified management accountant or certified actuary)
  • A degree related to the position being staffed (such as a degree in law, economics, tax administration).
  • Experience in both leading and delivering operations in a regional setting AND in providing functional advice in a Headquarters or corporate environment.
  • Experience in the management of more than one program (business line) in a large scale organization.
  • Experience developing or implementing internal audit (includes professional practices), internal controls testing or program evaluation strategies (including internal control policies, plans, programs, or services).
  • Experience leading or managing a large project under the oversight of the Agency's Major Project Investment Oversight Process (MPIOP), or other governmental organization equivalent.
  • Experience in Security Risk Management including, but not limited to, the following fields: national security, personnel security screening, physical security, cyber security, fraud, open source intelligence collection, analysis and reporting, communications security, or criminal analysis and/or investigations.

Conditions of employment required at the time of appointment:

  • Secret security clearance level
  • Willingness to travel
  • Depending on the position to be filled, willingness to relocate to the National Capital Region (NCR) may be required.
  • All appointments (except acting appointments) to and within the Executive (EX) Group at the CRA are subject to the Agreement to be laterally moved provision as a mandatory condition of employment. This provision is included in the CRA's Directive on Terms and Conditions of Employment for the EX Group.

Languages Requirements:

  • Bilingual – CBC levels
  • Candidates MUST have valid Second Language Evaluation (SLE) test results at the CBC levels*, at the time of qualification and appointment for bilingual positions.

* In response to the measures taken by the Public Service Commission following COVID-19, the CRA is still applying the 12-month extension of expired Second Language Evaluation (SLE) results. However, please note that this is a temporary measure that could change in the future. As such, for now, if an individual has a result that expired in January 2022, it is still deemed valid until January 2023.

  1. A cover letter that includes the following:
  • In a maximum of 1,500 words, clearly outline how you meet the essential requirements (this does NOT include the experience that is considered an asset). You must outline each experience as a header followed by concrete examples.
  • In a maximum of 300 words, describe the most important lesson you have learned from your past leadership experiences and how has it shaped the leader you are today.

2.   Key Leadership Competencies (KLC) Assessment:

  • In a maximum of 1,000 words, please answer the following question:

Given the current trends and issues in the federal public service, as a new Director within the Canada Revenue Agency, explain how you would establish your vision, and describe how you would mobilize your team to take service delivery to Canadians to the next level in a regulatory environment.

This document will be used to assess the following KLCs: Create Vision and Strategy, Mobilize People, Achieve Results.

3.   A curriculum vitae that includes:

  • current security clearance level;
  • education;
  • for each position occupied/listed:
    • position titles with the group and level;
    • name of organization;
    • duration (years and months); and
    • the number of direct and indirect reports, the dollar figures of the budgets you directly managed and were accountable for each position.

    ​4​​​.   Additional questionnaires, which are part of the application process:

  • Asset requirements: You will be asked to demonstrate how you meet the assets.
  • Reference checks: You will be required to provide the names and coordinates of six references (two most recent supervisors, two colleagues and two subordinates). The Staffing Board reserves the right to contact references other than those provided by the applicants, if found necessary, to adequately assess the applicants. The Staffing Board may also consider using reference checks completed from a previous staffing process at the EX level.
  • Mobility: You will be asked to identify your current location, and your willingness to relocate to NCR, if applicable. 
  • Second Language Evaluation (SLE) results: You will be asked to indicate your SLE Results with expiration date.
  • Job performance: You will be asked to indicate your performance rating for the last two years.
  • Employment Equity (EE) staffing questionnaire: Candidates must complete this questionnaire upon application. The information collected is kept under the confidentiality provisions of the Privacy Act and the Employment Equity Act and its Regulations.

Note: Failure to provide the requested information according to the above noted instructions will result in your application being screened out of this staffing process.

Assessment

Applicants are required to provide requested information promptly and make themselves available for assessment. Failure to respond in a timely manner could lead to your candidacy not being further considered. Rescheduling will be on an exceptional basis only.

Depending on the volume of applicants and on upcoming vacancies to staff from this process, volume management strategies such as top-down approach may be used for the purpose of managing applications and determining who will be retained for the next stage of the staffing process. Note that although you may attain the established pass mark on any of the assessments used in this staffing process, the Staffing Board may determine the need to apply a higher pass mark.

  1. Screening

Candidates' applications will be reviewed to determine if they meet the screening requirements. Asset experience may be invoked at the screening stage. Candidates must ensure they fully demonstrate in their application how they meet all essential experience requirements, as well as assets. Candidates are expected to succinctly respond and ensure that instructions under the "To Apply" section are respected. Candidates are also encouraged to review the notes listed under the essential requirements.

  1. KLCs

Candidates will be assessed on the following KLCs via the KLC assessment accompanying their cover letter in the application and via the references:

  • Create Vision and Strategy
  • Mobilize People
  • Uphold Integrity and Respect
  • Collaborate with Partners and Stakeholders
  • Promote Innovation and Guide Change
  • Achieve Results

References will assess candidates effective demonstration of the KLCs and their readiness to assume a leadership role at the EX-01 group and level. If found necessary, the staffing board reserves the right to contact references other than those provided by the applicants to adequately assess the applicants. The staffing board may also refer to reference checks completed from a previous CRA staffing process at the EX level.

     4. Performance results

To confirm record of satisfactory performance and evidence of readiness to assume responsibilities at the EX-01 level, performance results will be considered for the two (2) most recent years.

     5. Character Leadership Interview

Candidates who meet the previous assessment phases will be invited to an interview where Character Leadership will be assessed. The CRA is looking to attract candidates who demonstrate strong character leadership. Dimensions of character are courage, drive, accountability, transcendence, humanity, humility, collaboration, temperance, integrity, justice and judgment. A Character Leadership information session for candidates will be offered prior to the scheduled interviews.

Additional assessments/requirements – Depending on the needs of the organization, these may be done throughout the staffing process.
