CRA's National EE Staffing Strategy strives to eliminate gaps for the four EE designated groups: Indigenous peoples, persons with disabilities, members of visible minorities, and women. Where an EE gap exists at the time of appointment, EE may be used as an appointment criterion for permanent and temporary appointments over six months made through this process.

The CRA has introduced the requirement for on-site presence including hybrid work models where employees are required to work on-site at a CRA-approved location a minimum of two days per week or 40% of their regular monthly work schedule. Candidates selected for a position may be required to work on-site more than the 40% minimum requirement. A number of individual and group exceptions to on-site presence may be granted based on individual situations and the nature of the work being performed. Work arrangement agreements and specific circumstances may be discussed with the manager at the time of hiring.

The Senior Computer Forensic Analyst (SCFA) conducts advanced digital forensic services in cases of tax evasion and fraud against the Crown and provides advanced troubleshooting in the development, delivery, installation, enhancement, and maintenance of the Criminal Investigations' forensic computing environment.

Duties include, but not limited to the following:

  • Search, seizure, recovery, decryption, preservation, and analysis of data relevant to criminal investigations
  • On-site search and seizure of taxpayers' data and complex information systems
  • Preparation of reports detailing seizure, retrieval, and analysis of computer evidence
  • Provide testimony in court regarding evidence collected and methodologies as required
  • Installation, maintenance, and testing of the forensic computing environment
  • Networking with stakeholders, other law enforcement agencies, etc.
  • Development and delivery of training

To be eligible, you must meet the following requirements.

Education

You must meet the CRA's minimum education standard for the CS - Computer Systems  occupational group

Asset Staffing Requirements

  • Canadian Police College Courses
  • Certified Forensic Computer Examiner (CFCE)
  • Computer Certifications such as but not limited to:
    • CompTIA A+ Certification
    • Other computer certifications and courses related to computer forensics

Foreign education credentials and designations

Candidates with foreign education credentials must have their education confirmed by a recognized credential assessment service and provide proof of Canadian equivalency to the staffing board. For more information visit the Canadian Information Centre for International Credentials.

Experience

Have experience* in at least 2 of the following:

  • Digital forensic analysis of modern day operating systems (i.e. Microsoft Windows, Mac OS/X, Linux), and/or modern day mobile devices operating systems (i.e. Android, iOS, Microsoft Windows RT, Blackberry OS).
  • Providing guidance and technical assistance/support in identifying and resolving complex problems** related to an informatics environment.
  • Providing digital forensic investigative services within the law enforcement context, including the search, seizure, recovery, preservation and analysis of potential digital evidence.

*Experience is associated with the performance of these functions as part of the major job duties normally accomplished for a period of twenty-four (24) cumulative months in the last five (5) years.

**Complex problems are typically defined as those that include the ability to approach them from multiple, sometimes competing, perspectives and which may have multiple possible solutions.

Asset staffing requirements

We may use the following asset staffing requirements to screen applications. Make sure to clearly demonstrate how you meet them on your application.

Two (2) years of cumulative experience within the last five (5) years in any of the following:

1.Installation, maintenance and testing of computing environment (hardware, software, forensic techniques) and related equipment

2. Analysis, evaluation, and deployment of computer systems and software proposed for implementation and in making recommendations (i.e. standalone computers, networked computers, servers, virtualization solutions, cloud solutions)

3. Conducting or assisting with any of the following:

  • Criminal investigation or intelligence gathering exercise or incident response under a municipal, provincial, or federal statute
  • Corporate security investigations
  • Corporate or government regulatory compliance audits or investigations

4. Troubleshooting complex issues encountered, on internal (computer software and hardware) and external digital devices and systems, including but not limited to large and complex networks, computers, servers, mobile devices, storage media, software, and other peripherals

5. Application development in:

  • a high level language such as C/C++, Java, VB; or
  • a scripting language such as Python, Perl, Ruby; or
  • mobile device apps

McNeil imposed a legal duty on the Crown to disclose to the accused, acts of serious misconduct or criminal records of potential crown witnesses that either (1) are relevant to the investigation or (2) could reasonably impact on the case against the accused. The CRA recognizes this obligation to provide the Crown with records relating to such findings that could affect the credibility of the employee as a witness in the case against the accused. The onus is on any CRA employee involved in a criminal investigation, as a witness, to make the Public Prosecution Service of Canada (PPSC) aware, in writing, of all items covered by this policy.
